Japan was trying to excel in creating the future superhuman and using drugs as well as other methods to detect psychic ability. Tomoya was shown to be naturally receptive to these drugs and was easily able to project his personal reality on to the world. As such he was gifted in reading minds and also moving things with his brain. Tomoya was simply one of many "Espers" that were successfully created. While it isn't a known secret that America had failed with Espers after the Stargate Project, Japan secretly began engineering them and succeeded where America has failed. As Tomoya grew older, he was often sent around different parts of the world to display his powers being the poster child of the Esper program. Despite that, it was noted that unlike most test subjects, his social skills were rather impressive and further testing was needed to see how he would preform in a regular civilization. At the age of fifteen, Tomoya was sent to live with his parents in Midori and to attend school there until he finished college. Should the tests go well, his data would reproduced and he would be free to do as he wishes. Should he fail, well he'd have to go back to the facility in Tokyo. It's been a year since that time and so far so good the the Esper boy.

He can read the minds of others and he can also move things with his mind. He is of course limited due to mental strain and often times, he will hear thoughts that will freak him the heck out. Despite his age, he is technically an "agent" for the government. There will be times where he will not show up at school due to further testing and field experiments. Personally he hates this but it's apart of his everyday life. There are also times where he is called on by the police to aid in interrogation of suspects. One goal set by the board of directors for the Esper program was for him to find a form of companionship. If he failed to do this along with fitting in, he'd have to return back to the facility in Tokyo. Fluent in Japanese, English, French, and Russian.

'calculating' is a more negative trait than a positive. i don't understand how he can be 'tactless' but 'calculating' or 'manipulative' at the same time; those clash completely. 'sarcastic' people don't really come off too 'friendly'. if he's a 'test subject', he would not be an 'esper', he would be a 'mutant'. being able to read the minds of others is god modding. even gods can't do that (other than kami-sama who isn't an actual character). either take away this ability completely, or make it so that he needs to physically touch the other person in order to hear their thoughts - which would take away a great deal of his strength... something. he can't just mindread with no side effects whatsoever.
